Is the 4" 3" rule for EFI measure inside or outside ?

If I run True street , EFI fuel injection, and have a 5" inlet with a 3.5" discharge measured by OD. Can I place a restrictor in line to make the 4" and 3" ?????

I am refering to the Vortech X trim.

It is measured by inside diameter. And yes, you can use a restrictor :)
